Bila Tserkva City is the seat of Bila Tserkva district government, sits on the banks of the Ross River, about 100 kilometers south from Kiev, with a population of 220，000. The urban area is 200 kilometers. The city has an airport, two railway stations, and one highway across the city, which is the Odessa- St Petersburg highway, about 400 kilometers from Odessa, 1000 kilometers from Moscow. Bila Tserkva City has a mild climate, and the annual average temperature is 12 degree. January is the coldest month when the lowest temperature is －30 degree, July is the hottest month when the highest temperature is 30 to 35 degree.

Bila Tserkva City has Alexandra Delhi Park, local chronicle museum, State Theater, Chamber Music Organ Concert Hall, Cultural Palace, a dozen club libraries and four cinemas. The best franchising library system of Kiev Obiast is in Bila Tserkva. It has three libraries, 500,000 books, and the number of the readers is over 50,000 each year.
